e-learning is a technology which supports teaching and learing via a computer and the web technology.  It bridges the gap between a teacher and a student in two defferent geographical locations.  Advertisement in internet and  multimedia technology is the basic enabler for e-learning.
E-learning is learning which takes place as a result of experiences and interaction in an Internet environment. It is not restricted to a regular college day and can take place in a variety of locations including home, college and community locations e.g. libraries, cafes etc.
Teachers do not necessarily mind change, what they do mind is being made to change and become e-teachers in the new e-education
 These changes highlighted the need to:
1.   Look at the course in a new way and re-think and adapt existing course delivery.
2.   Move from being a content provider to a content facilitator who has a good knowledge of their subject area.
3.   Gain proficiency in using the tools so that there is an understanding of both its strengths and its weaknesses.
4.   Learn to teach in absence of face-to-face interaction.
5.   Gain an understanding of students' needs and lifestyles in their own communities.
E-learning is naturally suited to distance learning and flexible learning, but can also be used in conjunction with face-to-face teaching, in which case the term Blended learning is commonly used. E-Learning pioneer Bernard Luskin argues that the "E" must be understood to have broad meaning if e- In higher education especially, the increasing tendency is to create a Virtual Learning Environment (VLE) (which is sometimes combined with a Management Information System (MIS) to create a Managed Learning Environment) in which all aspects of a course are handled through a consistent user interface standard throughout the institution. A growing number of physical universities, as well as newer online-only colleges, have begun to offer a select set of academic degree and certificate programs via the Internet at a wide range of levels and in a wide range of disciplines. While some programs require students to attend some campus classes or orientations, many are delivered completely online. In addition, several universities offer online student support services, such as online advising and registration, e-counseling, online textbook purchase, student governments and student newspapers.
E-Learning can also refer to educational web sites such as those offering learning scenarios, worksheets and interactive exercises for children. The term is also used extensively in the business sector where it generally refers to cost-effective online training.
Communication technologies used in E-learning
Communication technologies are  such as blogs, wikis, and discussion boards. The idea here is that participants may engage in the exchange of ideas or information without the dependency of other participants involvement at the same time. Electronic mail (Email) is also asynchronous in that mail can be sent or received without having both the participants’ involvement at the same time.  activities involve the exchange of ideas and information with one or more participants during the same period of time. A face to face discussion is an example of synchronous communications..
Virtual classrooms and meetings can often use a mix of communication technologies. Participants in a virtual classroom use icons called emoticons to communicate feelings and responses to questions or statements. Other communication technologies available in a virtual classroom include text notes, microphone rights, and breakout sessions. Breakout sessions allow the participants to work collaboratively in a small group setting to accomplish a task.
In many models, the writing community and the communication channels relate with the E-learning M-learning communities. Both the communities provide a general overview of the basic learning models and the activities required for the participants to join the learning sessions across the virtual classroom or even across standard classrooms enabled by technology. Many activities, essential for the learners in these environments, require frequent chat sessions in the form of virtual classrooms and/or blog meetings.

Abstract:-
Due to web 2.0 tools  libraries can extend their useful and powerful services to increase technological skills  of librarian. . Paper attempt to introduce web 2.0 technologies eg. web 2.0,Blogs,Wikis,RSS feeds,Postcasting,Vodcasting,tagging and Social Bookmarking,Instant Messeging.In this paper we can see modern technology after web 1.0.It’s a very powerful,useful and interesting for electonics users.

Introduction:-
Lib 2.0 is a based on the Web 2.0 idea,but applied and related to the library environment.Library 2.0 is fundamentally about a change in how library servicesare offered to patron.  Web 2.0 technologies are changing the way messages spread across the Web. A number of online tools and platforms are now defining how people share their perspectives, opinions, thoughts and experiences. Web 2.0 tools such as weblogs, RSS, video casting, social bookmarking, social networking, podcasts and picture sharing sites are becoming more and more popular. One major advantage of Web 2.0 tools is that the majority of them are free.

Why use Web services :

Before the arrival of Web services, other technologies and architectures existed that met the functionality of today´s web service. Microsoft's version of these technologies, are called Component Object Model (COM), and subsequently Distributed COM (DCOM). WinDNA is a comprehensive term for implementing the above two distributed software development technologies. These technologies typically use the TCP/IP protocol.

This forms the first reason why we use Web Services.
To restate the reason, - Web Services operate on a service-based model architecture. This the most compelling reason why we use Web Services.


       The above diagram is the representation of a service based model. In this model, the web service resides on the web server. A client computer can request and consume this web service and terminate the service as and when desired. The name "service" originates from this model of functioning of the program. The client program needs to be provided with only the url of the web service.

What Is Web 2.0.

The concept of "Web 2.0"  web was more important than ever, with exciting new applications and sites popping up with surprising regularity. What's more, the companies that had survived the collapse seemed to have some things in common. Could it be that the dot-com collapse marked some kind of turning point for the web, such that a call to action such as "Web 2.0" wisdom.
This article is an attempt to clarify just what we mean by Web 2.0.
In our initial brainstorming, we formulated our sense of Web 2.0 by example:

The list went on and on. But what was it that made us identify one application or approach as "Web 1.0" and another as "Web 2.0"? (The question is particularly urgent because the Web 2.0 meme has become so widespread that companies are now pasting it on as a marketing buzzword, with no real understanding of just what it means. The question is particularly difficult because many of those buzzword-addicted startups are definitely not Web 2.0, while some of the applications we identified as Web 2.0, like Napster and BitTorrent, are not even properly web applications!) We began trying to tease out the principles that are demonstrated in one way or another by the success stories of web 1.0 and by the most interesting of the new applications.
The Web As Platform:
The term “web 2.” was first conceptualized and made popular  by Tim O’reilly and dale dougherty of O’reilly . Tim O’Reilly attempted to define the concepts behind Web 2.0 and offered a useful diagram to illustrate some of the related ideas.

Figure 1 shows a "meme map" of Web 2.0 that was developed at a brainstorming session during FOO Camp, a conference at O'Reilly Media. It's very much a work in progress, but shows the many ideas that radiate out from the Web 2.0 .


While the Web has always been a tool for collaboration, only in the last few years has software permitted individuals to use it as a platform for true collaborative activities. Web 2.0 is about users and content, instead of just surfing on the Internet. It's about what the Internet can do for an active collaborator, rather than a passive viewer.

Using Web 2.0 Tools
Many people will have already used some of these Web 2.0 tools, and a good way to explain the concept of Web 2.0 tools is to consider an example of how they can be used.
Podcasting
If an individual was interested in video games, they might search a podcast submission Web site (like Podcast.net) and download an audio review of a game to listen to on their computer. A Podcast is syndicated audio, or video produced by traditional media such as radio and television or by individuals passionate about a particular subject.
Blogs
They may then decide to comment about this audio review on their Blogger or Wordpress blog. A blog or Weblog, is a chronological, online diary. Individuals can subscribe to a person's blog, which allows them to read it and to write comments in response to blog posts.
RSS
If this weblog has an RSS feed in place, subscribers to the blog can choose to be automatically notified of this new blog post. RSS (or Really Simple Syndication), is a method for delivering regularly changing Web content. Many blogs and Internet publishers syndicate their content as an RSS Feed to allow people to subscribe to it easily.
Social Bookmarking
This individual may decide that they would like more people to be able to see and remark on the blog post. They could do this by submitting the blog post to a social bookmarking site like Del.icio.us. Social bookmarking sites are Web sites that allow shared lists of user-created Internet bookmarks to be displayed and commented on. Social bookmarking sites allow you to organize your bookmarks by allocating a number of 'tags' to them. This makes it easy for other people who may be interested in a particular group to find related bookmarks. For example, if the tag 'games reviews' was added to a bookmark, people searching the bookmark site for 'games reviews' information could easily find it.
